The one thing I'm confused about is how the spork anyone thought the Mark II could solve the problem. If this mutation thing is in any way contagious, gathering people together at the 'health screenings' would just ensure more people get infected. Wouldn't quarantines and travel bans make more sense? Of course, if anything would rob humanity of basic sanity, the threat of a horrifying spontaneous mutant apocalypse would probably do the job.
On a different note, I love the insight we're getting into Sparky's breakdown. This is the same kind of dilemma a lot of engineers face. You hope that your creations will be used for good ends, but all too often you have no say in what happens with the final product. Sparky's being too hard on himself here, though - if it wasn't for the Mark II, they'd probably just use guns and incinerators.
